observe the chart host width and force cpu/network chart remount when the sidebar width changes, preventing stale canvas dimensions after layout compression. add min-width/width constraints on chart containers and canvas to keep chart rendering bounded to the current panel width, improving responsiveness in tight layouts. archive the completed layout-parity proposal/tasks and sync changelog/module records to reflect the delivered frontend updates.

执行备注
- 本轮刻意不修改
ProcessManagerModal.vue的行为，只保留默认视图到独立管理页的分层关系 - 网络左侧“监控屏”只使用当前已有速率字段做布局表达，没有新增伪造历史数据
- 宽度适配优先保证左右关系，其次才在极窄宽度下退化为单列
